Doesn't "pays" mean "country"?
Yes, but within France it also refers to an area that has its own identity (e.g. Pays Basque). In markets, you'll often see indicated the provenance of the the seller's produce. If it's marked "pays", that means that vegetable or fruit was grown very locally.
